2. How and by which deadline do I need to obtain the ISEEU?

The ISEEU is available at any CAF (Tax Assistance Center), or at an accountant. It must be obtained by 30th December, otherwise you will be included in the highest income bracket.
Ask the CAF (or the accountant) to know what documents you must produce.
